Former Head of the State Emergency Service in Vinnytsia Forced Subordinates to Build His Homes Without Payment — DBR

In recent days, parliament and law enforcement agencies reported alarming news that has sparked public outrage and highlights corruption and abuse of power within government structures.
The former head of the Main Department of the State Emergency Service (SESU) in Vinnytsia region faces investigation on serious allegations — he coerced his subordinates into unpaid labor to construct his own houses and renovate real estate properties in the region.
According to the State Bureau of Investigation (SBI), it has been established that this individual, managing from June 2024 to March 2025, involved at least five employees from the rescue service to perform construction and repair works outside their official duties and even during non-working hours.
It is known that these workers were forced to carry out tasks on properties belonging to the official himself, as well as renovating his real estate in Vinnytsia and Kharkiv regions.
Official sources confirm that at least four properties were involved, where subordinates performed work without any compensation, exemplifying clear abuse of authority and neglect of workers’ rights.
Authorities emphasize the importance of transparency and increased accountability in civil service, as such cases undermine public trust and violate principles of integrity and legality in government activities.
