Ukraine and Europe remain skeptical about new paper-based security guarantees, says Polish MFA

Following a high-level meeting between European leaders and former U.S.

President Donald Trump at the White House, Poland’s Ministry of Foreign Affairs expressed deep skepticism regarding the credibility of new security assurances based solely on ‘paper guarantees.’ Deputy Minister of Foreign Affairs of Poland, Marcin Bosacki, emphasized that past experiences of signing similar agreements with Russia have demonstrated their ineffectiveness.

He pointed out that Ukrainians and Europeans should not place trust in such promises, recalling Russia’s repeated violations of international commitments in 2014 and 2022, which eroded confidence in any assurances.

While the West is working to establish reliable security guarantees for Ukraine, reports indicate that U.S.

and European officials are actively developing concrete mechanisms to reduce the risks of further aggression and to form the foundation for future negotiations between Ukrainian President Volodymyr Zelensky and Russian leader Vladimir Putin.

According to sources from The Wall Street Journal, these security guarantees will comprise four key elements: military presence, air defense systems, weapon supplies, and monitoring mechanisms to oversee the ceasefire.
