In-depth Analysis: Can You Receive a New Draft Notice After Paying a Fine in Ukraine’s Mobilization Context

Since May last year, Ukraine has implemented a modern mobile application called «Reserv+», designed to facilitate communication between reservists and the government without the need for personal visits to military registration and social support centers (TCC and SP).

Integrated with the «Oberig» registry, this app has become a key tool for streamlining military accounting processes and ensuring compliance with obligations.

In July, Ukraine’s Ministry of Defense launched a beta test of a new feature in «Reserv+», allowing reservists to pay fines for delayed data updates remotely, with the possibility of reducing the fine by up to 50%.

This innovation significantly simplifies administrative procedures and encourages timely compliance.However, many reservists wonder about the legal implications of such payments and whether a new draft notice can still be issued after a fine has been paid.

According to Ukrainian law and the Administrative Offenses Code (AUOC), fines for violations of military registration are governed by Articles 210 and 210-1.

These provisions stipulate that failure to update personal data or respond to a draft summons is an administrative violation resulting in sanctions.

Article 210-covers violations related to delaying data updates or failure to appear at the draft call, while 210-1 addresses breaches in defense law and mobilization preparedness.The fine system is flexible: for violations under Article 210, citizens face fines up to 17,000 UAH, while officials can be fined up to 25,500 UAH.

The «Reserv+» app introduced simplified procedures: initially, individuals could pay 50% of the fine (8,500 UAH) within 20 days of the TCC’s ruling.

If this period is missed, the fine doubles to 17,000 UAH, and after another 20 days of delay, it increases to 34,000 UAH.Regarding new draft notices, legal experts clarify that paying the fine does not prevent the issuance of subsequent summons.

Paying the fine covers a specific violation but does not exempt reservists from the general obligation to respond to military registration requests.

Ukrainian law on «Mobilization training and mobilization» states that reservists must appear for calls from TCC to clarify their data, undergo medical examinations, or participate in mobilization activities.

The Ministry of Defense confirms: «Paying the fine closes one violation and removes the red flag, but does not cancel the obligation to comply with military registration requirements.» Therefore, if a new draft notice is received, ignoring it could lead to additional fines and even criminal liability for evasion under Articles 336 and 337 of the Criminal Code of Ukraine.This material emphasizes the importance of attending all summons and fulfilling military obligations in accordance with current laws and regulations.
