In Russia, measures aimed at supporting young girls facing pregnancies at a young age, particularly among school and university students, are gaining momentum.

The authorities of Kaluga Region unveiled a detailed three-year plan designed to encourage and assist girls in extremely difficult life circumstances due to early pregnancy.

According to the new program, nearly 400 girls will participate, each receiving a lump sum of 100,000 rubles as a reward for timely decision to give birth.

The regional government decree dated August 4 states that in 2025, 123 pregnant school and university students will receive this support, increasing to 130 in 2026 and 143 in 2027.

The overall budget allocated for this initiative amounts to approximately 40 million rubles.

About a third of this sum will be dedicated to supporting young mothers, making this one of the most extensive regional programs.

The authorities of Kaluga announced that they first introduced this program in late 2024, joining a broader set of measures implemented in at least seven other regions, including Bryansk, Voronezh, Kemerovo, Oryol, Tver regions, Altai Krai, and Chuvashia.

The financial incentive for early childbirth ranges from 100 to 150 thousand rubles, aimed at encouraging young women and girls to bear children early, with the overarching goal of influencing demographic processes and addressing social challenges in the region.
