Kyiv City Hall Official Placed Under Nighttime Home Detention: Prosecutor’s Office to Appeal

A new chapter in the investigation of corruption abuses and embezzlement of budget funds unfolds in Kyiv, involving high-ranking city officials.
The Pechersk district court in Kyiv has decided to impose nighttime house arrest on Dmytro Zahumenyi, the head of the Kyiv City State Administration’s (KCSA) apparatus, who is suspected of misappropriating substantial sums allocated for renovation works.
This decision follows an earlier refusal to suspend Zahumenyi from his position; however, the prosecutor’s office plans to appeal it.
According to investigators, the suspect, together with a former director of one of the municipal enterprises — AТП Kyiv City — allegedly misused over 1.3 million hryvnias of city funds to repair a building in the city center.
The building is privately owned and cannot be renovated using public money.
Zahumenyi described the suspicion as “absurd, unfounded, and unproven,” emphasizing that there is no substantial evidence.
The court set obligations for him: not to leave Kyiv and the Kyiv region without permission from investigators and prosecutors, to report any change of residence, to appear for investigative actions, and to refrain from communication with other suspects or witnesses.
The detention period is until October 13, 2025.
The prosecutor’s office has submitted a request to arrest Zahumenyi and is preparing an appeal against his current preventive measure, aiming to have him removed from his position.
During the hearing, it was clarified that this case is only one of many: Prosecutor General Ruslan Kravchenko reported 22 suspicions against Kyiv officials for causing the state over 230 million hryvnias in losses.
Kyiv Mayor Vitali Klitschko stated that, despite these violations, city officials continue to face obstacles complicating the implementation of key projects and the city’s overall work.
