DBR Completes Investigation into Vitaliy Shabunin and Returns Seized Gadgets

The State Bureau of Investigation (SBI) officially concluded its probe into Vitaliy Shabunin, the head of the NGO ‘Center for Anti-Corruption.’ Following thorough investigative procedures and familiarization with case materials, prosecutors have prepared an indictment, which will soon be handed over to the court for further legal proceedings.

Representatives from the SBI emphasized that the investigation was conducted objectively, within the shortest possible timeframes, and in full compliance with procedural standards.

They also highlighted that the agency’s work remains apolitical, and the final judgment on the suspect’s actions will be made by the court.According to the investigation, in 2022, Shabunin is suspected of violating military service regulations by repeatedly neglecting his duties.

It is alleged that he was absent from his military unit for extended periods under the guise of ‘business trips,’ while actually being in civilian institutions unrelated to the armed forces.

Additionally, he is accused of unlawfully receiving monthly monetary allowances despite being absent from his military unit.

The investigation estimates that these actions caused damages exceeding 224,000 hryvnias to the state.Further, the investigator examined circumstances concerning the use of transport vehicles intended for the Ukrainian Armed Forces by the activist, which resulted in no grounds for suspicion in misuse.

During the investigation, electronic devices were seized and later returned to Shabunin on August 14, following all procedural formalities.

In this criminal case, Shabunin faces charges under articles carrying up to 10 years of imprisonment — evasion of military service during wartime and fraud.Moreover, suspicions have been raised against the commanding officer who allegedly facilitated the evasion.

The court will determine the severity of the penalties, considering the gravity of the offenses and their impact on national security.
