Ukraine Launches New Digital Initiative — Diya.Card for All State Payments

In Ukraine, a new digital service has been officially launched to streamline the process of receiving government benefits for citizens.
This innovative project, known as Diya.Card, enables users to receive all types of state payments and support on a single bank account.
Previously, Ukrainians had to open separate cards for each specific benefit — whether pensions, assistance for internally displaced persons, or international aid.
Now, all payments are consolidated onto one multi-account card, greatly simplifying financial management and control.
The service is available to all Ukrainian citizens aged 18 and older who possess a passport and Taxpayer Identification Number (RNOKPP).
Deputy Prime Minister for Innovations, Education, Science, and Technology Development, Mykhailo Fedorov, announced on his Facebook page that the card can be obtained via the “Diya” app or through partner banks such as PrivatBank, Monobank, and Credit Dnipro.
The list of partner banks is expected to expand soon, making the service even more accessible.
To obtain the card, users need to update the Diya app, navigate to “Services,” select “Diya.Card,” choose a convenient bank, and open an account.
Already, Ukrainians can receive the following payments onto their Diya.Card: e-Book, e-Malyatko, military bonds, veteran sports funding, unemployment benefits, internally displaced persons assistance, pensions, and international organization aid.
Additional payments under the “School Package” program will be added shortly.
The National Cashback and Reboot programs remain separate and are not integrated into the multi-account system.
Fedorov emphasized that the initiative aims to build a modern digital state where citizens can quickly and conveniently access public services.
Since the launch, over 294,000 young Ukrainians aged 18 have purchased more than 294,000 books as part of the “e-Book” program, with the majority in genres of psychology, self-development, and contemporary romance.
The most popular bestseller is Colleen Hoover’s “Leave if you love,” while Ukrainian authors such as Volodymyr Stanchyshyn, Ilarion Pavliuk, and Andrii Sem’yan’kiv are frequently chosen.
This system aims to increase transparency, efficiency, and convenience for every citizen.
