Second Attempt to Boost the 2025 Budget: Ukrainian Parliament Calls for Additional Funds for National Development

Over the past month, Ukraine’s parliament has been particularly active in revising and increasing the state budget for 2025.
This marks the second time within this short period that lawmakers are advocating for additional financial resources, citing the need to support the army, address humanitarian needs, and ensure internal stability amidst ongoing conflicts.
Roksolana Pidlas, head of the budget committee, announced that a bill is set to be considered next week, which proposes increasing government expenditures through reallocations and extra income sources.
Previously, on July 31, a law was passed approving an increase of over 400 billion hryvnias in defense spending.
The current focus is on balancing non-military expenses, with the government confident that available reserves allow for such adjustments.
These reserves are formed by reduction in debt servicing costs and dividends from bank profits redirected from Kyiv’s city budget into the general fund.
The proposed allocations include nearly 26 billion hryvnias for unforeseen military and humanitarian costs, 4.3 billion for the Ministry of Digital Transformation to acquire equipment, drones, and testing facilities, and provisions for food for students in frontline areas.
Additionally, funds are allocated for providing housing to displaced persons, supporting veterans, and financing medicines for seriously ill patients with cancer, hepatitis, and rare diseases.
The plan also includes establishing new military lyceums to foster patriotism among youth.
Overall, approximately 50 billion hryvnias are planned to be redirected towards these needs, representing a significant internal stabilization effort amid wartime challenges.
President Volodymyr Zelensky earlier emphasized the necessity of budget changes to support families of fallen soldiers and young people eager to develop drone technology.
