Ukraine’s 2025 Admission Campaign: Summaries of the Main Stage and Recent Developments in University Enrollment

The Ministry of Education and Science of Ukraine has announced the results of the main stage of the 2025 university admission campaign for prospective students aiming to enroll in bachelor’s and master’s programs within the pharmaceutical, medical, and veterinary fields.

According to officials, this year saw the creation of 220 electronic personal accounts for applicants’ submissions.

Over 195,000 candidates applied for placement across both state-funded and contractual seats.

During the competitive process, 176,376 applicants received admission recommendations, with 110,883 offered contracts and 65,493 assigned to budget-funded places.

Notably, 60% of these recommendations were for top-choice applications, and 86% fell within the first three priorities.

Currently, more than 82% of all recommendations have been confirmed by the applicants via the electronic system, reflecting their decision to proceed with enrollment.

Data from the Ministry indicates a 3% increase in submitted applications this year, totaling over 816 thousand.

On average, each applicant submitted about four applications, compared to three last year.

The most popular majors this season include law, philology, psychology, management, economics, international relations, marketing, secondary education, computer science, software engineering, and medicine.

The national multi-subject test featured highly prepared candidates, with 2,414 participants scoring at least 200 points on one subject; nearly all (99.46%) received recommendations from Ukrainian higher education institutions, with 2,205 already confirming their enrollment.

The fields with the highest competition are economics, management, international relations, political science, journalism, law, German studies, dentistry, and linguistics.

Applicants who have not yet received recommendations or confirmed them will automatically enter the second stage of the contract competition after August 11.

Prospective students can receive multiple recommendations for the contract form, provided places are available and their contest scores meet requirements.

Due to the ongoing full-scale war, enrollment numbers in Ukrainian universities have significantly declined, especially among 11th-grade students, posing serious challenges for higher education institutions.
