New Personnel Policies at the Bureau of Economic Security: What to Expect from the Agency Under Civinsky’s Leadership

Oleksandr Civinsky, the newly appointed head of the Bureau of Economic Security of Ukraine (BEB), outlined the upcoming reforms aimed at transforming the structure and increasing the efficiency of the agency.
The focus is on establishing several new management and oversight bodies, including disciplinary, certification, and personnel selection committees.
These units are designed to create a modern, competent, and upright team capable of meeting reform challenges and fulfilling societal and international expectations.
According to Civinsky, building a new personnel policy requires considerable time and resources; without a cohesive and professional team, the bureau’s effectiveness could be compromised.
He also highlighted that an audit of employees is already underway, covering nearly the entire staff.
The audit involves a thorough review of internal processes, interaction mechanisms, and adherence to regulations, with the goal of increasing transparency and public trust in the bureau’s work.
Meanwhile, tensions grow around the appointment of the bureau’s head: a recent meeting at the Presidential Administration discussed the fate of the bureau and the candidacy of Civinsky.
Reports have indicated that he passed a polygraph exam, and the results have been forwarded to the Cabinet of Ministers.
Officially, Civinsky was declared the winner of the competition for the director position on June 24 and currently manages a detective unit within the Second Main Department of NABU.
These developments occur amid ongoing political unrest and heightened public interest in transparent recruitment processes within state agencies.
