Zelensky Introduces New Sanctions: 46 Individuals and 305 Companies Targeted in Measures Against Russian Military-Industrial Complex

Ukrainian President Volodymyr Zelensky on Saturday, August 9, 2025, officially enacted two new sets of sanctions aimed at intensifying economic pressure on Russia in response to its aggression.

595/2025, published on the official website of the Presidential Office, impose restrictions on more than 46 individuals and 305 companies with direct or indirect ties to Russia’s military-industrial complex.
These measures involve blocking activities of entities cooperating with Rosatom, GazpromNeft, and other companies related to Russia’s defense sector, as well as those involved in international intermediary networks.
The sanctions also closely align with recent US measures introduced in January 2025, targeting subsidiaries of GazpromNeft across various countries, including Kazakhstan, Tajikistan, Kyrgyzstan, and members of the EU.
The main goals are to limit Russian energy companies’ access to global markets, disrupt the operation of Russia’s shadow fleet, and ban the export of equipment crucial for the Russian defense industry.
Among the targeted companies are Serbian NIS AD Novi Sad, Indian Avision Shipping, Malaysian Farton Mitex, and several firms from the UAE and Russia involved in logistics and manufacturing for the Russian military complex.
Additionally, restrictions have been imposed on financial and logistical intermediaries facilitating circumventing sanctions and cross-border transactions.
In Ukraine, currently, there are no plans to lift or tighten sanctions related to Russian publishers, raising concerns about potential propaganda risks.
Ongoing negotiations between the US and Russia include discussions of secondary sanctions that could extend to broader economic sectors, potentially adding pressure on Moscow’s financial networks.
