Ukraine and Europe Present U.S. with Detailed Plan to End War with Russia

Ukraine, together with key European nations, has developed and presented a comprehensive strategic plan to the United States, aimed at serving as the foundation for future negotiations with the Russian leadership to bring an end to the ongoing conflict in Ukraine.

According to sources, including European officials, this document was shared during a Saturday meeting of national security advisors.

Participants included U.S.

Vice President Kamala Harris, Secretary of State Marco Rubio, and presidential envoys Steve Witoff and Kelk Log.

The plan emphasizes the necessity of an immediate ceasefire as an initial step, along with a principle of mutual territorial exchange.

This means that Ukraine would withdraw troops from certain regions in exchange for Russia doing the same in others.

Kyiv and European representatives highlighted that any territorial concessions by Ukraine should be backed by solid security guarantees, including the potential for Ukraine to join NATO.

The core of the proposal is to establish a joint red line between Europe and Ukraine, which will serve as a benchmark for negotiations with Moscow.

European officials communicated a firm stance that Ukraine’s future must be discussed with Ukraine itself and that European countries will continue providing military and financial support regardless of U.S.

positions.

The development of this plan came ahead of a scheduled summit between the U.S.

and Russian presidents on August 15 in Alaska, amid media reports that both powers seek to reach an agreement to halt the conflict that may legitimize Russia’s occupation of parts of Ukrainian territory.

Ukrainian President Zelensky responded by stating that the issue concerning Ukraine’s territorial integrity is already enshrined in the constitution, making any negotiations challenging if they threaten Ukraine’s sovereignty.
