Disability Pension Due to War: Rights of Civilians and Procedures for Filing

In the ongoing war-torn landscape of Ukraine, numerous civilians have found themselves wounded or injured as a direct result of hostilities. Recognizing their suffering, Ukrainian law grants the opportunity for civilians injured during the conflict to qualify for a disability pension, providing critical financial and social support amidst difficult circumstances. Regardless of their military or civilian status, individuals affected by war-related injuries can apply for this social benefit, provided they meet specific legal criteria. To obtain the status of a person with a war-related disability, applicants must submit several documents to the Pension Fund of Ukraine, including an application form, passport or birth certificate (for children), tax identification number, employment record or other proof of work experience and income, a disability certificate indicating war-related injury, and a recent photograph for the pension ID. This process not only grants access to financial assistance but also enhances social guarantees for affected persons. As of 2025, the pension amounts for war-related disabilities vary by degree of disability. First-degree recipients receive approximately 16,847 UAH, second-degree about 13,822 UAH, and third-degree around 9,478 UAH. The pension is granted from the date the disability is officially recognized, provided the application is filed within three months of the determination; otherwise, benefits start from the date of application. This development marks a significant milestone for civilians who have sacrificed parts of their health for Ukraine's sovereignty, offering them tangible support to rebuild their lives amid ongoing challenges.
