From Field to Tank: New Opportunities for Ukrainian Farmers and Green Energy Development

Starting May 1, 2025, Ukraine implemented new legal requirements mandating the addition of at least 5% liquid biofuel to nearly every liter of gasoline sold domestically. This regulation not only reshapes the fuel market but also holds revolutionary potential for the agricultural sector, which supplies raw materials for biofuel production. The establishment of a steady domestic demand for bioenergy raw materials is expected to stimulate expansion of cultivation areas, the development of new processing capacities, and regional investments that will foster local economic growth and employment opportunities. In the long term, this provides farmers with a chance to diversify income streams, reduce dependence on exports, and enter a new, promising economic niche. Experts estimate that Ukraine’s biofuel market could reach over 115,000 tons annually, paving the way for the growth of green technologies and sustainable energy production. EU experience shows that cultivating bioenergy crops can bring additional profits from 150 to 400 euros per hectare depending on crop type and region. Successful international collaborations, such as in the US, demonstrate the feasibility of growing winter rapeseed as an intermediate crop for biofuel, and creating enterprises for sustainable aviation fuel that meet EU standards. Ukrainian farmers are already experiencing high demand for rapeseed, with stable price increases despite variable weather conditions, ensuring continuing export volume and market stability. This scenario presents an excellent opportunity for Ukraine to develop a comprehensive bioenergy industry centered on local raw materials, leading to regional processing facilities, new jobs, and increased regional development. Integrating agriculture and energy sectors allows Ukraine not only to meet internal energy needs but also to position itself as a key exporter of biofuel to the EU, where demand is growing. The shift toward bioenergy is transforming from an alternative option into a mainstream industry, offering considerable economic and environmental benefits.
