Universal Mobilization in Ukraine: Can Persons with Disability Group III Be Drafted?
Under the current conditions of general mobilization and the state of war declared in Ukraine, many questions arise concerning the rights and obligations of citizens, especially those with disabilities. According to Ukrainian legislation, individuals with disabilities are protected during military conscription and are generally exempt from mandatory service, regardless of the disability group's level. This means that persons with Group III disabilities, as well as those with Group I or II, are not subject to conscription during the wartime. Additionally, all men with disabilities are legally permitted to travel abroad, provided they carry appropriate documentation confirming their status. It is also important to note that receiving a summons from the territorial recruitment center (TЦК) during such times does not constitute a legal violation. Citizens have the right to undergo medical evaluation or present documents confirming their disability status to avoid penalties. In case of any summons or issues, it is advised to contact the relevant military authorities for clarification and to prevent misunderstandings or fines. The situation also includes considerations regarding the potential removal from military registration of men diagnosed with conditions such as Coxarthrosis or other illnesses that limit their ability to serve.
