In Ukraine's current defense and mobilization framework, the existing age restrictions for military conscription remain intact. Fedor Venyslavskyi, a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, has publicly reaffirmed that there are no ongoing discussions or plans to abolish or significantly relax the current age limits for mobilization. According to Ukrainian law, citizens under the age of 25 are not subject to conscription for military service, although military reservists within this age range have the option to voluntarily sign a contract. It is important to highlight that no legislative changes concerning this policy have been enacted recently. Official Ukrainian government positions continue to emphasize that the mobilization age limit of 25 remains unchanged. Authorities stress that there are no plans for mass conscription targeting young people under 25. These statements come at a time of international discussions, including the Ukrainian leadership's insistence on strengthening the country's defense capabilities within legal boundaries. Previously, President Volodymyr Zelensky declared that one of the reasons foreign partners hesitate to impose new sanctions on Russia is the absence of a mobilization process for Ukrainians aged 18 and older. The Ukrainian President does not support mobilizing youth from 18 years old, noting that his stance differs from that of many foreign leaders, but it remains firm within Ukraine’s internal policy framework.
