Kyiv Police Arrest Shooter Who Fired at Volunteer Woman’s Car With Child On Board: New Details and Legal Perspective

On June 30, an unidentified attacker opened fire on the vehicle of volunteer Viktoria Dvoretskaya, which was moving through the Podil district. The attack resulted in significant damage to the woman's car, and most alarmingly, a small child was inside the vehicle at the time, risking serious harm from the gunfire. The incident unfolded unexpectedly when a cyclist, traveling behind the car, suddenly took out a pistol and fired several shots into the rear of the vehicle before fleeing the scene. It was later revealed that the perpetrator used, likely, pneumatic weapons that caused the bullet to penetrate the car’s rear and pose a real threat to the passenger inside. Viktoria Dvoretskaya, an active participant in volunteer activities, shared on social media that she had no conflicts with the attacker and couldn’t explain his behavior. Surveillance cameras quickly helped law enforcement identify and locate the suspect—a 46-year-old Kyiv resident. Through diligent investigation, police managed to apprehend the man, who was riding his bicycle nearby. The primary motive appears to involve a dispute over an incident where another driver, not stopping near a puddle, drenched the cyclist with water. His intense reaction—hitting the vehicle, then pursuing it—escalated into this violent act. The police recovered the firearm used, and charges for hooliganism armed with a firearm are being prepared against the suspect. According to the preliminary investigation, under the guidance of the Podil district prosecutor’s office, the man is charged under Part 4 of Article 296 of the Ukrainian Criminal Code—deliberate hooliganism committed with an illegal firearm or cold weapon, punishable by three to seven years of imprisonment.
