Dnipropetrovsk Territorial Center Employee Illegally Removed 17 Men from Military Register: Investigation Details by DBR

A high-profile case has recently come to light in the city of Dnipro, capturing the attention of Ukraine’s military and law enforcement communities. According to information provided by the State Bureau of Investigation (DBR), an employee of the Territorial Recruitment and Social Support Center (TCSC) in Dnipro is suspected of unlawfully and without justification removing over 17 individuals from the military register, causing significant damage to the country's mobilization system and national security. This official, possessing access to the automated information system “Oberig” and using his electronic digital signature, abused his official position. He independently made entries into the database, falsely claiming that these men were unfit for military service based on supposed decisions by military medical commissions. However, investigations have established that none of these individuals underwent a medical examination, nor did they appear before the military medical commission at any time. Among those illegally removed from the register was even the suspect’s own brother, raising particular concern among investigators. Additionally, some of these men have already left Ukraine, while others are currently in hiding. Law enforcement agencies are working to determine the motives behind the perpetrator’s actions and to locate the individuals unlawfully excluded from military records. The military officer has been officially charged with unauthorized alteration of information in automated systems, obstructing the lawful activities of the Ukrainian Armed Forces and other military formations during a period of heightened national alert. This incident undermines confidence in military mobilization processes and poses a serious threat to Ukraine’s security.
