Uncovering a Large-Scale Construction Corruption Scheme: VACS Keeps Ex-Advisor to Minister Chernyshov in Custody

In a case that has emerged as one of the most significant corruption scandals in Ukraine's construction sector, ongoing investigations reveal the involvement of high-ranking officials and businessmen in brokerage schemes that have resulted in substantial losses to the state budget. The Appeals Chamber of the High Anti-Corruption Court has upheld the decision to detain Maksym Horbatyuk, former advisor to Minister Chernyshov in regional development, accused of complicity in the corruption scheme. Previously, the court sentenced him to pre-trial detention with the option to post a 25 million hryvnia bail, a matter still unresolved. Judges Oleg Pavlishin, Andriy Nikiforov, and Danyila Chornnenko dismissed appeals by the defendants, confirming the remand decision. Currently, Horbatyuk has not paid the bail; should he do so, he will be subjected to several procedural obligations. The investigation continues, with law enforcement agencies committed to concluding the case promptly and bringing all those involved in the construction corruption scheme to justice.
