Ukrainian Defense Ministry Tests New Feature in ‘Reserv+’ App: Online Fine Payment Without Visiting the TCC

The Ministry of Defense of Ukraine has launched a comprehensive beta testing phase for a new feature in the popular mobile application 'Reserv+', aimed at significantly simplifying the administrative fine payment process for reservists and servicemen. This innovation allows military personnel and reservists to pay fines remotely, eliminating the need to visit territorial recruitment and social support centers (TCC), which is particularly relevant amid digital development and pandemic-related restrictions. According to Deputy Minister of Defense for Digital Development, Kateryna Chernogorenko, the new feature concerns those reservists who failed to update their personal data in the system by July 16, 2024, thus violating regulations and incurring administrative liability. Participants in the beta test will be able to pay a reduced fine — half of the standard amount, totaling 8,500 hryvnias instead of the full 17,000 hryvnias for overdue data updates. This initiative aims to increase convenience and speed of fine payments, reduce corruption risks associated with in-person visits to recruitment centers, and streamline administrative procedures. To participate in the beta test, users need to fill out a special form via a provided link, published on the official Ministry of Defense resources. Earlier, government officials clarified that false reports about collecting personal data, including geolocation, through the 'Reserv+' app are untrue. The ministry emphasized that such messages are part of information attacks aimed at discrediting state digital services and spreading disinformation. It is also noted that an updated version of the application — 'Reserv+' 1.6.1 — was released in December due to the expiration of the previous security certificate. Additionally, the new update automatically extends postponements from mobilization for certain categories of citizens, thus simplifying the process for reservists and relevant authorities.
