New Mobile Communication Regulations in Ukraine: What Has Changed for Subscribers and Operators

Recently, Ukraine has implemented significant reforms in the field of mobile communications and electronic communication services. The Cabinet of Ministers approved a new set of rules aimed at strengthening user rights and streamlining the operations of mobile network providers. These innovations introduce stricter measures against spam calls, intrusive advertising, and unjustified additional charges, while offering subscribers greater control over their services. Operators gained tools for more effective blocking of spam calls, systems to report suspicious calls, and self-management of services through personal accounts. The new regulations will be gradually phased in to allow companies sufficient time for technical adjustments. One of the key achievements is the protection from unwanted messages and restrictions on accidental paid services—any activation of paid content must be confirmed by the user. The rules also ensure protection for users in conflict zones: SIM cards will not be blocked due to non-payment, and upon first network login, Ukrainians will receive a free basic communication package. In case of debts or internet speed issues, users can appeal to regulators or courts. These measures aim to enhance transparency and safeguard consumer rights in mobile communication and internet services, representing a significant step towards increasing user security and comfort. All changes were discussed with relevant authorities like the State Food and Consumer Service, ensuring their relevance and alignment with current Ukrainian needs.
