Comprehensive Guide to Obtaining the Status of Combatant for Military Personnel Serving Since the Onset of Full-Scale War

During the extensive conflict unleashed in Ukraine due to Russian aggression, countless Ukrainian servicemen and servicewomen have demonstrated unwavering courage and self-sacrifice, starting from the initial battles in February 2022. These heroes, risking their lives daily to defend their homeland, are entitled to various benefits and state guarantees provided by legislation. One of the most important documents confirming their status is the Combatant Participant Certificate (UБД), which grants access to numerous social and humanitarian programs. However, the process of obtaining this certificate involves specific procedures and nuances that every servicemember should be aware of. The Main Department of Social Support under the Ministry of Defense of Ukraine has clarified that there are currently two primary ways to acquire the UБД status. The first is automatic assignment via the Unified Register of War Veterans, while the second involves submitting documents and applying through specialized commissions tasked with reviewing such cases. The government resolution from September 10, 2024, № 1041, defines the procedure for automatic status assignment, meaning that servicemen and women do not need to undertake additional administrative steps; all information is entered into the register, and the status is granted in a timely manner. The automatic procedure involves responsible personnel from military units entering necessary data—such as name, surname, patronymic, gender, date of birth, participation period, and location in combat zones—within five days of the commencement of combat or temporary occupation. This information is then stored in the register, and notifications about the acquisition of the status are sent to the servicemember and their commanding officer. In cases where technical limitations or verification issues arise, a serviceman can obtain the status by submitting documents and applying for consideration by the relevant commission. Currently, Ukraine has 21 such commissions, and their procedures are strictly regulated. Service members can personally upload their applications or have their commanders submit the documents, including copies of passports, tax identification numbers, photographs, and certificates of participation in combat or service tasks. According to regulations, commanders are required to submit the documents within 30 days after the completion of military operations or receipt of injuries. The commission then reviews the case within a month, making a decision to grant or deny the UБД status. If approved, a participant certificate is issued by authorized personnel of the military unit where the soldier or officer serves. Moreover, servicemembers also have the right to directly apply themselves by submitting an application, along with accompanying documents such as a report from their commanding officer, contact details, passport copies, photographs, and any additional evidence of combat or official duties performed. Accurate and timely submission of documents, preferably via registered mail with acknowledgment of receipt, is essential for ensuring a smooth process. Finally, it is crucial to remember that the order issued by the military unit or command remains the primary document confirming participation in combat actions. Properly prepared and submitted documentation guarantees the swift and trouble-free issuance of the Combatant Participant Certificate, which can significantly expand the social benefits and compensations available to those fighting daily for Ukraine’s sovereignty and territorial integrity.
