Leaving the country during martial law: what Ukrainians need to know and what restrictions exist

Amid escalating tensions and the declaration of martial law and general mobilization in Ukraine, the issue of citizens traveling abroad becomes particularly significant. Although the right for men to leave the country is restricted during military restrictions, certain categories of citizens retain the ability to cross borders legally. The publication 'Fakty' details the conditions under which Ukrainians may be denied border crossing. The primary grounds for refusal include the absence of military registration documents or information in the Unified Register of Drafted Soldiers, Reservists, and Military Obligors indicating that the individual is wanted by law enforcement for arrest. If such data are found, border guards summon police officers for administrative detention and transportation of the individual to the nearest territorial recruitment and social support center, which has authority during martial law. According to border crossing rules, reservists who are not subject to conscription during mobilization have the right to leave the country. It is crucial for citizens to be aware of who can travel abroad and who cannot to avoid complications and delays at the border. Additionally, employees with approved leave permits may travel abroad during their scheduled vacations, provided all legal procedures and requirements are met, even during martial law.
