The Prosecutor General Initiates a Large-Scale Investigation into All Criminal Cases in the Infrastructure Construction Sector
Ukraine's Prosecutor General, Ruslan Kravchenko, announced the start of an extensive internal review of criminal proceedings related to the activities of companies involved in implementing infrastructure projects of national importance. The purpose of this decision is to identify potential abuse, illegal actions, or violations of law during the execution of construction works financed from the state budget, and to ensure transparency and legality in this area. The chief prosecutor shared this information on social media platform Facebook, emphasizing his personal interest in the matter. According to Kravchenko, he has familiarized himself with the details of one of the most high-profile cases concerning the company "Avtomagistral-Pivden." This entity is responsible for construction and reconstruction work on key infrastructure facilities in Ukraine and receives funds from the state budget. The Prosecutor General stressed that suspicions raised within the investigation of this case are entirely justified, based on conducted expert examinations, and comply with all legal requirements. He also underscored that the investigation is being conducted objectively, without signs of bias, and that all conclusions are based on lawful grounds. Kravchenko further reported that additional expert examinations have been conducted during the investigation, the results of which are critical for further investigative actions. An attorney representing one of the parties revealed information about new expert conclusions that could potentially influence the case's progression. The head of the agency responsibly and decisively promised that all received materials will be thoroughly examined, and if necessary, additional comprehensive expertise will be scheduled to provide a full assessment of the situation. “At present, we have no reason to doubt the objectivity of the investigation’s actions,” said Ruslan Kravchenko, emphasizing transparency in the process. He also ordered a large-scale review of other criminal cases related to the activities of companies in the infrastructure construction sector, particularly those where proceedings have been opened but are delayed. In this context, the Prosecutor General highlighted: “We are committed to honesty, legality, and objectivity in all cases related to the use of public funds for infrastructure projects.” The prosecution leadership stresses that this active stance is driven by a desire to ensure integrity in the allocation and use of budget resources and to combat corruption schemes in the most responsible sectors of state activity. At the same time, sources report that there are personnel reshuffles underway in the regional prosecutors’ offices, with potential candidates already being considered for appointments. This indicates an intention to strengthen oversight and coordination within the regional units of the agency, to guarantee a high level of legality and transparency across all regions of the country. Overall, legal and political circles in Ukraine have expressed support for the Prosecutor General’s decisive steps, emphasizing that such initiatives should reduce corruption in the infrastructure construction sector, increase public trust in the justice system, and facilitate more effective oversight of state funds.
