Men with special rights to leave the country abroad from July 1 – who has a chance to leave the country during mobilization

Against the backdrop of the ongoing general mobilization in our country and the martial law introduced, the issue of Ukrainian men leaving the country remains quite complex and requires clear legal clarifications. The authorities and relevant services warn that during this period, the possibilities for crossing the border are significantly limited, but there are still some exceptions that allow certain categories of persons to leave the country. This is reported by the information publication "Facts", which focuses on the current situation with traveling abroad during martial law. As noted in the State Border Guard Service of Ukraine, the current list of categories of citizens who are allowed to cross the border during the mobilization period has not yet undergone any changes and remains unchanged in its essence. Therefore, the following persons have the right to leave: - Those booked for the mobilization period who have been recognized by a military medical commission as unfit for military service due to their health. This allows them to leave the country provided they have the appropriate documents. - Men who are in the social care of three or more minor children - they have the right to leave in order not to limit the possibilities for providing for their families. - Single parents who independently raise their children without the support of another family member can also exercise this right. - Those who have a child or children under the age of 18, as well as a husband or wife who are serving in one of the types of military service, can leave in accordance with current legislation. - Other categories of persons defined by Article 23 of the Law of Ukraine "On Mobilization Training and Mobilization" have the right to cross the border in certain cases. It is important to note that in order to travel outside Ukraine during the mobilization period, men must have a military ID. Along with a passport or other identity document, military-obligated citizens must be ready to present these documents upon request by border guards at any checkpoint or controlled border zone. This is a standard requirement that allows controlling authorities to quickly and efficiently check a person’s status and their ability or prohibition to travel. In addition, it is emphasized that the new rules regarding the possibility of traveling for Ukrainian young men who have not yet turned 18 have not undergone significant changes, and the issue of their departure remains a separate procedure, with some exceptions or special restrictions. In general, the situation is currently tense and requires citizens to be careful and comply with current regulations. Military service, mobilization obligation, and national security determine a special regime for crossing the state border, and therefore everyone planning a trip should familiarize themselves with the current list of documents and conditions to avoid misunderstandings or delays at the border.
