The changes began literally immediately after receiving official approval for the appointment of a new head of the prosecutor's office. Thus, as of June 23, according to information from several reliable sources in the UGP structure, senior prosecutorial officials have already begun the process of dismissal - in particular, Victoria Litvinova and Anton Voitenko have been asked to leave their jobs. They are deputies of the Prosecutor General and held key positions in the system. In addition, another deputy is expected to resign in the near future - Ihor Musteca, about whom publications previously appeared in journalistic investigations, in particular in the "hromadske" project. Information about his dismissal has already been prepared, but the reason for the delay remains a subject of discussion among insiders: according to sources, the deadlines may have been postponed because he celebrates his birthday on June 23 and the leadership decided not to share this moment with the public. At the same time, Deputy Prosecutor General Oleksiy Khomenko remains in office - a person with a good reputation, who in narrow circles is associated with the head of the Presidential Office Andriy Yermak, which adds elements of the difficult political dynamics surrounding personnel decisions. It was Khomenko who acted as the head of the department during the immediate resignation of the previous Prosecutor General and remained the de facto head for a long time. As for the history of the appointment, this process began back on June 16 - then President Volodymyr Zelensky submitted his candidacy for the position of Prosecutor General to the Verkhovna Rada. It is worth noting that this was the first time in several months - since October 2024, when the parliament considered this position. This period was characterized by a long lull in personnel issues - at that time, only the duties of the acting head, first deputy Oleksiy Khomenko were in the Verkhovna Rada. The next stage was the discussion of Kravchenko's candidacy. Already on June 17, the Servant of the People faction at a meeting supported his candidacy for consideration in parliament. This candidacy was also recommended to be supported by the relevant Verkhovna Rada Committee on Law Enforcement Activities - and on June 17, the Rada approved a decision to approve the nomination of the president. Based on this, on June 21, Volodymyr Zelenskyy signed a decree on the official appointment of Ruslan Kravchenko to the position of Prosecutor General of Ukraine, which actually marked the end of a long personnel perturbation at the very top of the prosecutor's office. It was expected that from this moment on, the new head would activate all internal processes and begin updating the system. At the same time, less than a month has passed since the media published revealing materials about the family financial frauds of Deputy Prosecutor General Ihor Musteca. Hromadske columnists published an investigation that stated that during the full-scale war, Musteca's family had become significantly richer. In particular, it was about the purchase of luxury real estate in Kyiv and Chernivtsi, as well as the astute enrichment at the expense of expensive cars worth hundreds of thousands of dollars. According to the materials, in March 2022, the deputy's father took over a million dollars and another 100 thousand euros in cash to Romania, which, according to testimony, he did not declare, evading tax obligations. This caused even greater public resonance, confirming suspicions of abuse at the top of the law enforcement system. Thus, changes in the personnel composition of the UCP with the arrival of a new leader have become more than just a formality - they are the gateway to a broader reformatting of the system, and the process is likely to continue, provoking numerous discussions and attempts to understand the real reasons and goals of the new authorities' further policy in the field of justice.
