During his speech at the XXVIII St. Petersburg International Economic Forum, the Russian president once again referred to the idea of the unity of the Russian and Ukrainian peoples, attempting to convince the world of his arguments regarding the current situation in Ukraine. According to Vladimir Putin, Moscow allegedly does not seek Kyiv’s capitulation, leaving open the possibility of seeking compromises based on the "recognition of realities on the ground." He claims this responds to the changes that have occurred after the "state coup," and aligns with the idea of protecting populations spiritually connected to Russia. The Kremlin leader also reminded that Russia's actions have been aimed specifically at defending Russian-speaking and pro-Russian communities, whom he considers fighters for "salvation" from "nationalist regimes" in Kyiv. Putin also emphasized that for him, the Ukrainian and Russian peoples are "one entity." He stated that in regions where the Russian occupier steps foot, "this is ours." This represents a one-sided and unilateral escalation of rhetoric by the Russian president, seemingly an attempt to create an illusion of unity and an unquestionable belonging of Ukrainian land to Russian history and culture. Another element of propaganda rhetoric was the claim that he could have met with Ukrainian President Volodymyr Zelenskyy in 2022, but allegedly "were dissuaded" by British politicians, including former Prime Minister Boris Johnson. Such a statement is yet another confirmation of the Kremlin’s desire to demonstrate its support for the idea of diplomatic resolution, but simultaneously — its intent to reinforce distrust and division within Ukrainian society, instead of taking the path of dialogue. These propaganda claims inherently presuppose that ceasefire and negotiations are impossible under current authorities. Overall, Putin’s speech reflects his persistent tactic of distortion of reality and creating an image of a large and united Russian people, who supposedly have their own land and rights. His words again underscore that Russia is not prepared to make concessions and believes in its "correct" path, emphasizing the unchanging nature of its positions regarding the Ukrainian crisis and conflict, which in recent months has become one of the most serious international crises of modern times.
