During the peak of the military days in Ukraine, law enforcement officers exposed a large-scale corruption scheme that affected one of the state enterprises – DП «Document»
It was established that, through the assistance of malicious individuals, financial schemes related to salary payments and abuse of official position caused damages to the state amounting to over 21 million hryvnias. According to official information from the Kyiv City Prosecutor's Office and the Security Service of Ukraine, the investigation has gathered sufficient evidence to suspect eight individuals, including the director of the branch of the Ukrainian company located in Warsaw, as well as several former and current employees of «Document». Among the suspects are also two accountants who, according to investigators, acted as accomplices in these illegal activities. According to the investigation, from October 2022 to November 2023, the director of the Warsaw branch signed documents regarding completed work, which were immediately received by employees simultaneously registered both in Kyiv and in Poland. This means that certain employees allegedly performed work both in Warsaw and the Ukrainian capital, working up to 16 hours a day. They were paid wages ranging from 250 to 300 zloty per hour, which at the National Bank's exchange rate is approximately 2,000 to 3,000 hryvnias per hour of work. Documents show that employees of the Polish branch worked between 150 and 210 hours per month, receiving corresponding payments — from 250,000 to 500,000 hryvnias per employee each month. Therefore, the total fraud related to these activities reached an astonishing amount — over 21 million hryvnias, which the perpetrators allegedly obtained for unperformed or overestimated services. Currently, the investigation has identified 66 episodes of such illegal payments, and additional measures are ongoing to establish other facts of financial abuse that required payments from the state budget. The court has chosen a preventive measure for the director of the Polish branch — 24-hour house arrest. Moreover, the prosecutor's office has filed a motion to suspend her from her position to prevent the spread of shadow schemes and to deter possible flight or obstruction of the investigation. During the investigation, investigators and prosecutors are actively working to restore justice and take all necessary measures to hold the guilty accountable. The symbolic detention and selection of a preventive measure serve as a reminder that even in decisive times of war, justice remains a priority of Ukrainian law enforcement.
