Member of Parliament from Dnipropetrovsk Region “Involved” in Fictitious Military Service: DBCR Uncovers Large-Scale Fraud Scheme

Employees of the State Bureau of Investigation (DBR) have uncovered evidence of a large and sophisticated scheme involving the forgery of military documents and the illegal receipt of payments, in which a female member of the regional council from Dnipropetrovsk region is involved. According to official sources, including the DBR press service and law enforcement data, this concerns a woman who actively attempted to use military service to boost her political image and gain financial benefits. Based on information provided to "Ukrainska Pravda" correspondents, law enforcement authorities have grounds to believe that Marian Miroshnychenko — an incumbent member of the Dnipropetrovsk Regional Council — likely used forged or falsified documents to go through the military service procedure and receive appropriate compensations and benefits. As early as 2023, the woman decided to "make a name for herself" in political circles. She completed a medical-military commission, where she was declared fit for service in the Armed Forces — a step that was mostly a formality or a part of preparations for an upcoming fictitious "career" in the military. Afterwards, based on the obtained conclusion, she was sent to a training center, where she was assigned the initial military rank of "soldier." However, the key point is that she was essentially not involved in actual military duties. Further abuse was facilitated through her acquaintance with the deputy commander of one of the military units. He approached the head of the training center with a proposal: to register the deputy in the personnel lists, but without actual participation in military training or duties. To implement the scheme, several times she was driven by a driver to the center, after which she could spend her time freely — as if real military training was taking place, but in reality, she did not perform any service. After "completing" and formally recording the military training, she changed positions within the military structure multiple times, including working as a telephone operator in the communications group of the headquarters and managing reconnaissance drones for strike correction. All these nominal appointments were purely documentation and served only to inflate the "statistics" of fictitious military activities, not actual service. Most significantly, she illegally received wages. According to investigators' calculations, during the period of her fictitious service, the deputy unlawfully received over 200,000 hryvnias, which she spent on personal needs, entertainment, and other whims. Law enforcement believes the scheme was organized by a group of Marian’s closest associates, particularly suspecting that the training center commander together with the deputy unit commander helped conceal her fictitious military service. The latter signed fake documents regarding salary payments and other calculations, enabling her to withdraw money through this entire system. Currently, authorities have already notified her of suspicion of fraud and evading military service under martial law. The investigation also focuses on aiding from commanders, including the training center head and other accomplices. The suspects are already being considered for preventive detention, and those involved could face up to 10 years in prison. Law enforcement and prosecutors are now working to hold all participants accountable for this fraudulent scheme, as acts committed during wartime have particularly serious consequences for national security and public trust in military institutions. Preparations are underway for a procedural action — notifying her of suspicion to establish all circumstances and prevent similar cases in the future. This story once again demonstrates that corruption and abuse during wartime are urgent problems requiring strict responses from law enforcement agencies. It is high time to strengthen control over military documents and ensure honest military service to prevent such schemes, which damage the reputation of the armed forces and undermine the trust of Ukrainian society in defense institutions.
