The Verkhovna Rada of Ukraine generously supported an important legislative bill on June 17, which opens a new chapter in the system of military accounting and management of the country’s defense potential
The bill concerns the creation of a Unified State Register of Servicemen—a modern digital database that will serve as the foundation for a more transparent, efficient, and automated system of military personnel records. This initiative was presented by Ukraine’s Minister of Defense, Rustem Umerov, who emphasized its strategic importance for strengthening the country's defense capabilities. According to him, implementing the register is not just a technical innovation but a significant step towards optimizing the overall military system. "This is an essential element for creating an organized and modern system for tracking military personnel. The introduction of a digital database will not only significantly speed up and improve the process of collecting personnel data but also automate analysis and the generation of statistical reports on reservists and the military potential as a whole. In turn, this will facilitate the adoption of quick and well-informed management decisions," the minister noted. The main novelty of the new system will be the so-called Military ID—a digital identifier that not only ensures secure and confidential data exchange between different registers but also protects service members' personal information. With this identifier, military personnel will be able to access various social benefits, bonuses, and public services while remaining protected from unwanted leaks of confidential data. The minister emphasizes that the implementation of the register will open the way to significantly simplifying bureaucratic procedures. Automation of document turnover processes will reduce paperwork, minimize human error, and increase the speed of information access and exchange to the maximum level. In the future, the integration of this system will enable servicemen to receive services online, including through the mobile application "Army+", ensuring convenience and speed in resolving various issues—from obtaining social support to applying for benefits and bonuses. The voting in parliament was marked by strong support for the bill, reflecting the state's desire to adopt new standards in the military sector. The introduction of the Unified Register and digital identification is not only a technological progress but also a crucial step in strengthening Ukraine’s defense capabilities and preparing for future national security challenges. It is expected that the implementation of this initiative will generate a positive response and promote greater transparency and openness in military resource management, as well as make the process of providing social services to service members more convenient and accessible in the digital age.
