The DBR uncovered a criminal who “leaked” the residence of Deputy Minister of Health Serhii Dubrova, preparing his favorite for committing a crime

As part of a large-scale operation, the State Bureau of Investigation managed to break a criminal chain that could have led to tragic consequences: a law enforcement officer who used his official position to transmit confidential information about the residence of a high-ranking official and his family was detained and charged. This serves as another confirmation of the high level of threat faced by government officials and their loved ones in today’s conditions, where hidden criminal intentions can become a reality. According to sources within the DBR, the law enforcement officer, who had access to official databases, could not hold back and passed valuable information to a fellow student and acquaintance. It was through him that information about the residence of Deputy Minister of Health Serhii Dubrova and his family fell into the hands of a group preparing to commit a serious crime. The so-called “leak” was part of a broader plan aimed at neutralizing the official. Official comment from the DBR: “During active investigative measures, it was discovered that the criminals received information from a Kyiv resident about the deputy minister’s residence and his family. It turned out that this Kyiv resident was not an ordinary witness but someone who obtained data from an acquaintance of his, who held an official position with access to restricted databases. Based on this information, the group was preparing a crime.” Currently, law enforcement officials are working on selecting preventive measures for the suspects, whose personal circumstances raise the greatest concern. The law enforcement officer who facilitated the uncovering of the criminal group members and his accomplice have already received notification of suspicion for committing crimes under Articles 361-2 of the Criminal Code of Ukraine, which regulate liability for transmitting official information with the aim of assisting criminal activities. Given the severity and nature of the crime, authorities are considering the possibility of their detention to prevent any risks and to safeguard state officials. An important additional context in this case highlights the scale of the problem. In October 2024, a woman who suffered severe injuries in a car accident died at a Kyiv hospital. On the same day, the first Deputy Minister of Health, anesthesiologist Serhii Dubrova, was present at her bedside. The woman’s relatives, investigating the circumstances of the tragedy, blamed the medical professional and began their own investigation and searches for his whereabouts. Subsequently, information emerged that the suspect involved in criminal intentions, including attempts on the life of a high-ranking official, runs a large-scale drug business in the Kyiv region. These circumstances further emphasize the level of danger faced by Ukrainian officials and their families. The possibility of using official information to plan criminal acts has become another challenge for law enforcement agencies, requiring increased oversight and enhanced security for public servants. Meanwhile, the investigation continues, and active measures are being considered to select preventive restraints for the suspects in order to maximize public safety and prevent similar incidents in the future. This case raises many open questions regarding the security of government officials, the level of their protection, and the need for stricter control over official information. The criminals, willing to take such risks—including killing the deputy minister—are fully capable of committing even more grandiose crimes if not stopped. Therefore, the issue of strengthening the protection of high-ranking officials remains on the agenda for law enforcement bodies, and the investigation of this case will undoubtedly become a priority to ensure the safety and integrity of public institutions.
