Military experts and representatives of the General Staff of the Armed Forces of Ukraine have provided a detailed explanation of the mechanism for developing mobilization plans, which are of crucial importance in ensuring the country’s defensive capability, especially in the face of new challenges on the front lines
The process of their development and implementation is not random but based on clearly established standards, taking into account numerous factors that determine the army’s ability to respond quickly and replenish losses. According to representatives of the General Staff, mobilization plans are formed in accordance with the specific needs of individual military units. This is not merely a random distribution of resources but a systematic approach grounded in several key components: the state of personnel completeness, the level of losses, the functional specialization of units, and the current situation at the front. All these criteria are considered to create the most realistic and probable mobilization plans, allowing for operational responsiveness and avoiding insufficient or excessive mobilization. The command of the Ground Forces of the Ukrainian Armed Forces specifies in their official briefings that the planning process is carried out using the modern automated system "Oberih" (Guard). This system allows for accounting of real data regarding the number of reservists in each region of the country, effectively linking human resources to specific territories. According to military leadership, the use of this system ensures more accurate and justified distribution of mobilization tasks among regional and district recruitment and social support centers (TCCs). The process begins with the General Staff determining the overall need for personnel to replenish losses and form new units. After this, regional TCCs receive specific mobilization tasks in the form of plans and distribute them according to each region’s potential. The subsequent implementation occurs at the district TCC level, which forms personal lists of conscripts, ensures summons and notification of draft notices, keeps records, and informs the public. The communication management of the Ground Forces command emphasizes that mobilization is not only an organizational procedure but also a vital tool for implementing legislative norms related to military duty, mobilization training, and mobilization as a whole. They stress that in case of violations or non-compliance with mobilization plans, commanders must take appropriate disciplinary measures. Specifically, military leaders are obliged to remind personnel of their obligations. In cases of systematic violations or ignoring orders, disciplinary action may be applied. Moreover, in cases of violations of defense and mobilization legislation, administrative sanctions are also provided. According to Article 210-1 of the Code of Ukraine on Administrative Offenses, troops or TCCs may face fines. This is due to the necessity of ensuring the complete and unequivocal implementation of mobilization measures, as their effectiveness depends directly on adherence to established procedures and discipline among servicemen. Thus, the process of forming mobilization plans in the Ukrainian Armed Forces is a strictly organized system based on modern technologies and legislation, with the aim of rapidly and accurately meeting the army’s human resource needs during the country’s most challenging times.
