The Cabinet of Ministers of Ukraine has made a historic decision that opens new opportunities for the country’s air defense — private aircraft are now permitted to be involved in the air defense system
This decision was adopted during the government meeting on June 11 and marks a new chapter in strengthening the nation’s defense capabilities in the face of modern military challenges. According to official sources from the Ministry of Defense, this initiative resulted from long-standing discussions and analysis of the situation on the front lines. The integration of private aircraft into the air defense system is a pioneering legal mechanism that not only formalizes cooperation between the state and civil initiatives but also demonstrates the Ukrainian authorities’ commitment to integrating the non-governmental sector into national defense. Another significant aspect of this innovation is the substantial simplification of procedures that previously took several months. Now, registering private aircraft for the purposes of air defense will be carried out through an expedited process — within 10 days, allowing for the rapid mobilization of additional resources to combat the aggressor. This is particularly relevant given current challenges, such as the increased use of kamikaze drones and strike UAVs, which pose a serious threat to Ukrainian infrastructure and military facilities. Defense Minister Rüstem Umerov emphasized in his comment that until now, there were no clear legal grounds for using private aircraft within the defense system. “Although many responsible citizens offered their equipment and resources to counter the adversary, bureaucratic shortcomings hindered this. By implementing these new rules, we enable the rapid and effective involvement of private aviation in the fight against the aggressor,” he stated. According to him, this will not only allow for more timely responses to air attacks but also increase citizens’ positive contributions to the country’s overall defense. The legislative changes are a logical continuation of the decisions made on June 11 to enhance Ukraine’s defensive capabilities. On that day, the government approved not only the mechanism for involving private aircraft in the air defense system but also a separate resolution regarding the engagement of volunteers and military reservists of territorial defense to repel the growing number of drone attacks. This demonstrates Kyiv’s systematic approach to modernizing its defense strategy and utilizing all available resources to counter contemporary military challenges.
