Serbian President Aleksandar Vučić made an unexpected statement regarding Ukraine’s future restoration during his recent visit to Odessa, demonstrating pro-Russian views and a desire to participate in reconstruction processes on Ukrainian territory

This occurs against the backdrop of a long-standing policy of official Belgrade, which maintains a stance of supporting Russia and its interests in the conflict against Ukraine. During the Southeast Europe Summit in Odessa, which drew significant interest from the international community, Vučić made a statement that drew attention to his intentions to help Ukraine, albeit from a pro-Russian position. The President of Serbia assured that his country would remain loyal to international law and the UN Charter and support Ukraine’s territorial integrity, although he added that such an attitude could positively influence the situation and contribute to its stabilization. “I understand the feelings of Ukrainian citizens, who may be tired of words about support and aid, but now is the time to proceed to concrete actions,” Vučić said during his speech. He stated that Serbia is ready to take on an active role as a mediator in efforts to end the war and facilitate a peaceful process. Specifically, the Serbian leader expressed a desire to help restore one or two cities or regions in Ukraine to demonstrate genuine support for the Ukrainian people. “We can help with the recovery of one or two locations, and this will become a symbol of our support and compassion. Such actions could serve as a strong illustration of our real assistance, and Ukrainians will definitely understand that,” Vučić emphasized. He added that Ukraine “can always count on” Serbia’s humanitarian and political support regarding issues related to its territorial integrity. “We are ready to listen to you and help in any possible way,” Vučić said earnestly, reflecting a willingness to maintain dialogue and cooperation, even amid the complexities of international politics. It is worth noting that this was Vučić’s first official visit to Ukraine, indicating new trends in Serbia’s foreign policy, which has long remained pro-Russian. Aleksandar Vučić is known for his pro-Russian views and policies, which have been subject to criticism from Western countries. Serbia remains the only European country that has not imposed sanctions on Russia, despite intense pressure and diplomatic efforts from the European Union and the United States. Vučić’s statements also surprised many due to his participation in events in Moscow, specifically the Victory Day celebrations on May 9. Along with Slovak Prime Minister Robert Fico, he was among the few European leaders to attend the official celebrations hosted by Russian President Vladimir Putin, underscoring his pro-Russian orientation and particular regard for the Russian Federation. Thus, Vučić’s remarks in Odessa, on the one hand, reflect a desire to make a humanitarian contribution to the rebuilding of Ukrainian cities; on the other hand, they open a new chapter in Serbia’s policy towards Ukraine and Russia, which remains a subject of controversial assessments and international predictions. Despite declarations of support for Ukraine’s territorial integrity, it is unlikely that the Serbian president will break from his pro-Russian ideology, and his actions continue to raise questions and interest regarding the country’s internal and external policies.
