The region's head, Oleksandr Koval, emphasizing the seriousness of the situation, highlighted the need for a comprehensive review of the circumstances. "Residents of the region have reported that during the last air alarm, some shelters were closed and inaccessible to the public. This is unacceptable and puts the lives and health of citizens at risk," he stressed. According to him, relevant instructions have been given to police and rescue services to thoroughly investigate all the circumstances and causes of this situation. The regional head also addressed the leaders of territorial communities with a call to strictly monitor the condition of shelters and take measures to prevent similar incidents in the future. There was also a reminder about accountability: community leaders, among others, bear personal responsibility for the condition and accessibility of shelters during times of heightened danger. Koval urged residents of the region to actively assist in resolving this issue by reporting any cases of shelter closures or unavailability to the police or the round-the-clock hotline of the regional military administration. This will enable quick responses and help minimize risks to the population. It is worth emphasizing that in Ukraine, there is a law that increases liability for violations related to the maintenance and operation of civil protection facilities. According to regulatory acts, failure to open shelters during an air raid can result in both administrative and criminal responsibility. This underscores the seriousness of the situation and the importance of every citizen’s report to ensure safety in the region. Law enforcement and rescue services continue their efforts in this area, as access and safety of shelters remain top priorities for protecting the population from potential further attacks. Authorities promise to ensure a transparent investigation and take all necessary measures to prevent such incidents in the future, as well as to safeguard the lives and health of the citizens of Rivne region.
