The State Bureau of Investigation (DBR) announced suspicion against three military personnel for use of force and violence during forced mobilization
Employees of the State Bureau of Investigation (DBR) officially notified three servicemen of suspicion of human rights violations and illegal detention during mobilization events in the Rivne region. According to official information, these are officials from the Dubno District Territorial Recruitment Center and Social Support (TCC and SS), who committed gross violations of current laws and used violence against a conscripted man. The incident occurred on February 21 in the village of Ivannia when, during scheduled mobilization activities, soldiers from the TCC and SS recorded a man riding a bicycle. Instead of following procedures and demonstrating humane treatment, the soldiers used tear gas against him and, without any warnings, forcibly dragged him into a service vehicle. It is important to note that at that moment, the victim was holding a signaling pistol, from which he fired a shot into the air to attract attention and seek help. However, this did not stop the attackers, who, after detaining him, began to "punish" the man — delivered numerous kicks and blows to various parts of his body and head while he was already unconscious. As a result of this violent act, the victim sustained minor bodily injuries. Meanwhile, under physical pressure, he managed to communicate his personal details, which were subsequently used to transfer him to the military commissariat. It is also worth noting that in 2019, this man was recognized by a military medical commission as unfit for military service in peacetime, yet the military authorities ignored these conclusions. As a result, he was forcibly mobilized to one of the military units in Rivne region, raising additional questions about the legality of such actions. Following the investigation, DBR investigators informed a military officer and two soldiers involved in organizing and conducting the illegal procedures of suspicion. According to the charges, their actions qualify as unlawful deprivation of liberty, accompanied by physical violence. Additionally, two of the suspects are considered to have committed acts of torture — group actions aimed at forcing the victim to perform certain actions or punishing him for previous deeds. This gross violation of human rights has caused broad resonance and raised doubts about legality during the mobilization process. The State Bureau of Investigation noted that a criminal proceeding has been initiated in connection with this case under articles related to illegal deprivation of liberty and torture. Three military personnel are currently under suspicion; they are charged with committing these crimes without prior conspiracy, which makes their responsibility particularly serious. The soldiers face severe consequences, including lengthy prison terms, and the public is outraged by such treatment of human rights amid an armed conflict and mobilization activities. This case is actively discussed in society, as it vividly demonstrates issues of inevitable brutality and impunity during mobilization processes. The use of force without proper grounds and gross violations of the rights of conscripts raise concerns about legality in the army and human rights in general. It is expected that justice will be served and those responsible will face appropriate punishment in accordance with applicable laws.
