This decision has become a logical consequence of official statements by representatives of the Russian authorities and diplomatic circles, emphasizing the importance of a cautious approach to diplomatic contacts and de-escalation of tensions surrounding the Ukrainian conflict. Kremlin spokesperson Дмитро Пєсков commented on this issue in response to reports from the White House regarding the potential participation in such a tripartite meeting. According to Peskov, at the moment, “such a meeting is unlikely in the near future.” He highlighted that Russian President Vladimir Putin has repeatedly emphasized readiness for high-level contacts but also stressed that such meetings should follow the achievement of relevant agreements at technical and expert levels. The recommended course of action, he said, is first to develop detailed understandings and agreements, which would then be confirmed in a narrower format before engaging in large-scale negotiations. This statement was in response to remarks from Washington, including White House spokesperson Каролайн Левітт, who confirmed that Donald Trump does not rule out the possibility of participating in future meetings between Ukrainian and Russian leaders aimed at achieving peace and stabilizing the situation, which has worsened due to Russian aggression. Trump suggests that such negotiations could lead to important agreements toward ending the conflict. Simultaneously, Turkey has expressed its intention to act as an intermediary in resolving the Ukraine-Russia conflict. President Recep Tayyip Erdoğan stated that his country intends to organize a meeting that could take place in Istanbul or Ankara and would include leaders from the US, Ukraine, and Russia. He believes that such a format of negotiations could be an important step toward finding a path to peace. President Zelensky supported this initiative and expressed readiness to cooperate in this direction. Over recent months, diplomatic circles have increased expectations regarding a potential high-level negotiation format; however, official representatives from both sides emphasize that a number of conditions must be met and key issues addressed—particularly, establishing a clear agenda and security guarantees. Currently, the most realistic pathway remains working within technical and expert formats, which aim to create preconditions for future high-level meetings. Thus, the situation around the possibility of holding tripartite negotiations remains at a crossroads of diplomatic processes, which are continuously deepening and complicating due to the difficult frontline situation and internal political challenges. At the same time, official announcements and statements demonstrate caution and a desire for gradual, isolated progress toward peace, cooperation, and compromise, although no specific dates or agreements have been announced at this time.
