In his official statement, he emphasized that Russia is willing to consider the possibility of establishing a ceasefire regime with Ukraine, but only under one condition — that the Ukrainian side ceases mobilization measures and stops arms supplies from the West. According to reports from Russian media, Nebenzya outlined the principles under which Russia considers it possible to begin the ceasefire process. At the same time, he stressed that such a step will become a reality only if Kyiv is prepared to take reciprocal actions. “We are fundamentally open to considering the creation of a ceasefire regime that could serve as the first step toward a long-term resolution of the underlying causes of the conflict,” he stated. The diplomat added that achieving peace requires the Ukrainian regime to halt mobilization and cease receiving military support from the West. Nebenzya points out that the current situation at the front negatively affects the peace process and complicates the search for a diplomatic solution. According to him, Russia is dissatisfied with the situation that allows Ukraine to "regain some morale, heal wounds, and temporarily halt destruction in the east of the country." At the same time, he noted that the goal at the moment is to create conditions for reducing tensions to eventually move to real negotiations. Nebenzya's statements reflect broader diplomatic moves in the context of the international political landscape, which has once again returned to the topic of potential negotiations in the conflict. It is noted that Russia has persistently offered to hold meetings with the Ukrainian side over the past months, but all efforts are often blocked by various political and military factors. Thus, according to the Russian representative, the key conditions for beginning peace negotiations are the cessation of mobilization in Ukraine and the stopping of military supplies from the West. These issues, in his view, are capable of changing the political and military status quo and creating more favorable conditions for starting diplomatic discussions. In this context, the question remains open as to how ready Kyiv and other Western partners are to continue making concessions, and whether it is possible to find a compromise that satisfies all parties. Amid these statements, analysts emphasize that it is now crucial to consider all possibilities and risks to avoid deepening the conflict and to take real steps toward peace and stability in the region.
