According to the ministry’s official spokesperson, Georgiy Tykhyi, Russia’s refusal to provide this document not only indicates non-compliance with previous agreements but also reveals the Kremlin’s unrealistic and ultimatist demands, which undermine the very foundation of the diplomatic process. Meanwhile, Ukrainian President Volodymyr Zelensky emphasized that the so-called "memorandum" from Russia, which has been discussed for over a week, is an unserious trick and mockery of the entire international community. He described the situation as absurd, where an aggressor country simply drags its feet on signing an important document, while artificially creating a storm of hollow promises and illusory intentions. In such circumstances, diplomatic circles stress that this prolonged delay prevents progress toward achieving stable peace and security. Overall, the situation with the "memorandum" illustrates that Russia continues to demonstrate indecisiveness and opacity in diplomatic talks, using ultimatums and prolonging the process, with the aim of forcing Kyiv to accept Russia’s future without regard for Ukrainian interests, or leaving no chance for a quick resolution of the conflict.
