President Volodymyr Zelensky has made a decision to impose personal sanctions against former Member of Parliament Ihor Mosiichuk and the son of former “Motor Sich” head Vyacheslav Boguslaiev — Oleksandr Boguslaiev
The decree came into force on the day of its official publication — May 25, 2025, according to the press service of the President's Office of Ukraine. The new sanctions are extensive and involve significant restrictions for the individuals involved, including temporary asset freezes and bans on using any property — both directly and through intermediaries. This effectively prevents both individuals from managing their assets in any form, including withdrawals of funds, purchase or sale of assets, and participation in financial transactions that could potentially be used to circumvent the restrictions. Additionally, as part of this sanctions framework, it is prohibited to carry out any trading operations, participate in the privatization of state property, conclude contracts in public procurement, or obtain licenses for the use of technologies. These restrictions also extend to any dealings with securities, increases in the statutory capital of enterprises, or investments that may be associated with these persons. These Ukrainian measures are aimed not only at economic restrictions but also at blocking the possibility of carrying out international contacts related to the individuals involved. Specifically, their flights and transit through Ukrainian territory are prohibited, resource and cargo transportation is restricted. Restrictions are also imposed on the transfer of any technologies to them, the suspension of educational, sports, and business contacts, cancellation of visas, and any negotiations regarding future agreements. Another important component of the sanctions is the ban on purchasing or leasing land plots for both individuals. They are also deprived of the opportunity to participate in the privatization of state property, and their entrepreneurial and financial operations are limited to a minimum. These measures are a logical continuation of the actions taken by Ukrainian security agencies, which previously announced the arrest of assets belonging to Oleksandr Boguslaiev. On May 22, the Security Service of Ukraine officially reported the confiscation of assets worth over 500 million hryvnias in his possession, and initiated criminal proceedings concerning possible involvement in embezzlement of the industrial giant "Motor Sich." Boguslaiev is currently held in a pre-trial detention center, and he either dismisses or contests all charges against him in court. Thus, the sanctions imposed by Zelensky serve not only as tools to limit the potential influence of these individuals on Ukraine’s state and economic spheres but also as a signal of the Ukrainian authorities' readiness to respond harshly to attempts to bypass legislative norms and evade accountability for possible violations and abuses.
