Albania Again on the Path to the European Union: Opening of New Negotiation Chapters Boosts Chances for Faster Membership
On May 22, the European Union will take another step towards rapproachment with Albania by opening eight new chapters for the country within its long and challenging accession process. This decision marks an important milestone in Tirana’s long-term strategy to achieve full EU membership status and reflects positive dynamics in negotiations that have been ongoing for over ten years. The official announcement was made by the European Union’s press service, with information confirmed by sources within the EU institution. According to EU representatives, the fifth official conference in Brussels is scheduled for the evening of May 22, during which delegations from Albania and the EU will discuss the further progress of the accession process. According to plans, main focus will be on initiating negotiations on the so-called Cluster 3, which concentrates on competition issues and inclusive economic growth. During the meeting, discussions will be held on specific chapters within this cluster, including: - Chapter 10: Digital transformation and media, aimed at modernizing the media landscape and accelerating the transition to a digital economy. - Chapter 16: Taxation, a key aspect of harmonizing Albania’s tax policies with European standards. - Chapter 17: Economic and monetary policy, defining the strategic direction of the financial system. - Chapter 19: Social policy and employment, aimed at reducing unemployment and improving living conditions. - Chapter 20: Entrepreneurship and industrial policy, supporting innovation and the development of small and medium-sized enterprises. - Chapter 25: Science and research activities, vital for developing the country’s intellectual potential. - Chapter 26: Education and culture, facilitating Albania’s integration into the European educational space. - Chapter 29: Customs union, which will enhance external economic relations and integration into the single market. Historically, Albania submitted its EU membership application in April 2009 and obtained candidate status in June 2014. Since then, Albania has studied and prepared for negotiations on clusters 1 ("Fundamentals") and 6 ("External Relations"). In April 2025, during the fourth intergovernmental conference, another cluster—Cluster 2 related to the internal market—was opened, and the process of European integration continues step by step. Albanian Prime Minister Edi Rama expressed optimism and strong hope that his country could join the EU by 2030.
