NABU reports an important step in the fight against corruption and abuse in the land resource sector: Germany has issued a suspect in Ukraine in connection with a large-scale land theft near Kyiv, covering an area of over 1,200 hectares

This land, valued at more than 1.8 billion hryvnias, became the subject of a carefully planned corruption scheme involving a former head of the Main Department of the State Geocadastre in Kyiv Oblast. According to official NABU sources, Ukrainian law enforcement authorities have been diligently following this case for a long time. As a result of international operational efforts and cooperation with partners, the woman has been officially suspected of organizing and leading a criminal group involved in illegally transferring state lands into private ownership. She has been on an international search since March 5, 2024, until she was located and detained in Germany in March 2025. It was there, in Germany, that the final decision regarding her extradition to Ukraine was made. The detainee was delivered through the international checkpoint "Krakivets-Korchova," one of the key transportation hubs for crossing the Ukrainian-Polish border. Following this, Ukrainian investigative courts chose a preventive measure—detention with an alternative bail of 10 million hryvnias. It is worth noting that the successful extradition process was made possible thanks to coordinated efforts between Ukrainian law enforcement agencies, colleagues from Germany and Poland, as well as support from the Office of the Prosecutor General of Ukraine and INTERPOL. This is yet another confirmation of the high level of international cooperation in fighting corruption and protecting Ukrainian lands from unlawful seizure. According to NABU representatives, this case is just one of many within the systemic effort to combat corruption schemes in the land sector, which remains under close control by law enforcement agencies. The government continues to plan and implement maximum efforts to hold accountable all those involved in illegal schemes, with the aim of restoring public trust in the effective management of Ukraine’s land resources and preventing similar crimes in the future.
