Kyiv, October 17 — Employees of the Security Service of Ukraine carried out a stunning operation, resulting in the detention of a 17-year-old resident of the capital, who was found to have a plan for a terrorist attack against the Kyiv Territorial Defense Administrative Center (TCC), which was prevented. According to official information, the young man, who had previously been involved with law enforcement and was suspected of arson of military equipment, was again attempting to act under the instructions of Russian special services. Although he was under house arrest, he reconnected via messaging apps with his curator from the Federal Security Service of Russia and shared information about his readiness to carry out a new task — detonate a building of the military administrative center. Based on the obtained data, investigators have established that the enemy is strengthening its agent network in Ukraine and actively uses minors for illegal operations. It is undisputed that the young man was given coordinates of a cache with explosive materials — a homemade device made of plasticine, specially designed for explosives. According to the plan, the bomb was to be hidden under the walls of the target building, and then Russian special services intended to remotely detonate the device, further complicating the situation in the capital. SBU officers acted quickly and professionally. After intercepting information about the suspect’s intentions, they detained him "red-handed" — as he was carrying the homemade explosive device and heading toward the target. The arrest was the result of a coordinated operation that prevented a potentially large-scale terrorist attack. Based on the collected evidence, investigators informed the minor of suspicion of committing a criminal offense. The circumstances indicate that his actions qualify as state treason committed during a wartime — considering the terrorist nature of the plan and the individual’s role in planning the crime. The detainee is currently in custody. According to current legislation, he faces up to 12 years of imprisonment with confiscation of property, which is a standard measure during investigations of crimes against Ukraine’s security. Law enforcement agencies emphasize that countering enemy agents and youth radicalization remain priorities in their activities, and each detention is another step toward strengthening the country’s security.
