Lviv Regional Territorial Recruitment and Social Support Center (TCC and S) is actively responding to a widely circulated video on social media that has garnered widespread public resonance

The recording, published on May 17, depicts a man claiming that he was detained and beaten by employees of this institution. The video quickly gained popularity and raised numerous questions regarding possible violations of human rights during military registration procedures. According to information provided by the Lviv Regional TCC and S, a comprehensive investigation is currently underway regarding this incident. Representatives of the center state that they are clarifying all circumstances of the situation and identifying the individuals involved, including servicemen, since any misconduct will be thoroughly examined and appropriately punished in accordance with applicable laws. A video has appeared on social media showing a man identified as 23-year-old Andriy Bahlay telling his story. According to him, he served in the National Guard of Ukraine for three years but was forced to resign due to health reasons. Bahlay claims that on the evening of May 16, around 11:30 p.m., he was detained by several representatives of the Lviv Oblast Territorial Recruitment and Social Support Center — about five individuals who took him away in a bus. Andriy recounts that during the detention, he was beaten: first on the back, which caused a hematoma, and later, in the bus's compartment, he was treated aggressively, with additional blows to the head. He also states that his mobile phone was confiscated. After that, the assailants held him in the bus for about an hour. Only after his efforts to explain who he was and what he was doing did he manage to provide information — he stated that he served in the National Guard but is currently discharged due to health reasons, with a third disability group. He reports that the TCC and S staff he interacted with during the detention said they were from the Sykhiv TCC, after which they unexpectedly released him and threw him out of the bus. The man adds that he was repeatedly asked unclear questions, and only after an hour was he asked for his name and date of birth. The Lviv Regional TCC and S emphasize that an investigation is ongoing regarding the incident and that all circumstances are being clarified. The representatives highlight that any cases of unlawful actions will be strictly scrutinized, and responsible persons will face consequences as per the law. They also express their interest in resolving all details of the incident as quickly and objectively as possible, since issues of safety and the protection of veterans’ and servicemen’s rights are taken very seriously by the regional authorities. This incident has sparked widespread public interest and has become a subject of discussion concerning the appropriateness of using force during military registration procedures, as well as regarding human rights compliance in mobilization activities and military service. The authorities of Lviv region pledge to conduct a transparent investigation and to do everything possible to prevent such incidents in the future, ensuring that young Ukrainians who have served or are undergoing military training feel protected and confident in their rights.
