Tkachenkо announced this during a press conference, stressing that all mass events, except official commemorative ceremonies, will be prohibited. Furthermore, plans are actively underway to ban issuing and viewing permits for commercial activities in this zone. This pertains to activities by participants such as entertainers, balloon vendors, and sellers of photo frames and souvenirs, which traditionally appear during public celebrations or tourist excursions. The goal of these measures is to avoid situations where commercial activities become a source of conflicts or provocations. Law enforcement officials also report that recently, an unpleasant incident occurred at Maidan, causing public outrage. Specifically, a 33-year-old intoxicated woman from Kyiv behaved hooliganishly on the Alley of Heroes. Police reports indicate that she scattered flowers and damaged photographs of Ukraine’s fallen defenders, which were placed on the flowerbeds. These unlawful actions sparked public outrage and require appropriate legal assessment. The woman has been detained and taken to the police station for further investigation. The question of legal qualification of her actions is being considered, as such violations are not only unlawful but also contradict the widely accepted norms of respecting the memory of heroes and proper conduct in places of mourning. It is clear that city authorities and law enforcement are striving to prevent such incidents from recurring and to ensure that the country’s past sacrifices do not become a source of conflict or abuse. Ensuring security and proper commemoration remains a priority, and appropriate measures are being taken accordingly. Attempts to provoke disturbances, violate public order, or damage memorial symbols will be strictly punished in accordance with Ukrainian law.
