Hungary Considers Renewed Consultations with Ukraine Regarding National Minorities Issues

Hungarian government circles do not rule out the possibility of resuming dialogue with Kyiv on matters of national and cultural cooperation, particularly in addressing issues related to minority communities. After a prolonged pause caused by accusations of espionage and diplomatic conflicts, the parties currently remain open to compromise but emphasize the importance of trust and mutual understanding. Representatives of Hungary announced their readiness to resume consultations, noting that their position remains flexible and depends on the adoption of subsequent steps and the development of the situation. Levente Módor, the official spokesman of Hungary’s Ministry of Foreign Affairs, emphasized that no final decision has been made regarding the re-establishment of dialogue; however, the country does not exclude this possibility, as it seeks a peaceful resolution to diplomatic misunderstandings. In his statement, Módor pointed out that recent events, particularly Ukraine’s accusations of espionage, significantly complicate trust between the two states. He stressed that such statements have a very negative impact on the objectivity and sincerity of the intentions to engage in dialogue on pressing issues. "We will see what the future holds," he said. "We remain open to dialogue and are ready for constructive discussions if contact with the Ukrainian side is restored." The background of this diplomatic crisis has been tense for years. In mid-May, Budapest unexpectedly canceled scheduled consultations on minority issues, planned for May 12, citing the tense situation created after the Security Service of Ukraine uncovered a spy network believed to be operating under the instructions of Hungarian intelligence services. Following this announcement, Ukraine accused Hungary of espionage activities and responded by law, expelling two Hungarian diplomats. In turn, Budapest announced the expulsion of two Ukrainian diplomats, accusing them of illegal intelligence activities in Transcarpathia. Additionally, shortly before, a former Ukrainian diplomat was detained and expelled from Hungary. These steps only heightened the tension in bilateral relations and contributed to a deepening trust crisis, directly affecting cooperation regarding minority issues. At the same time, the Hungarian side emphasizes maintaining diplomatic openness and highlights the importance of constructive dialogue to resolve existing disputes and prevent new conflicts in the future.
