The European Union and the United States of America are preparing to tighten sanctions against Russia in the event of the Moscow leadership’s refusal to fully cease fire in Ukraine
Having played an active role in shaping the international strategy regarding the conflict, Western leaders state that their joint position involves taking strong measures if Russia does not agree to a 30-day unconditional ceasefire solely at Ukraine’s initiative. These statements were made during the significant meeting of the "Coalition of the Resolute" in Kyiv, held on May 10, which brought together diplomats, European country leaders, and high-ranking U.S. representatives. According to “European Pravda,” the meeting participants agreed on principles for strengthening sanctions if Russia fails to fulfill its commitments regarding the cessation of hostilities. The main argument was the need to send a “strong signal” to Moscow that further prolongation of the conflict and ignoring international agreements would have irreversible economic and political consequences. A direct quote from Ukrainian President Volodymyr Zelensky, who openly expressed his view on the situation: “If Russia refuses unconditional and full ceasefire, Ukraine must impose the strictest sanctions, including against its energy sector and banking system. Only then can we stop the aggressor and defend our sovereignty.” Zelensky emphasized that such measures would be introduced if Russia does not meet the 30-day ceasefire condition. The stance of Polish Prime Minister Donald Tusk was no less firm. In his speech, he highlighted: “If Russia dismisses our proposals and attempts to sabotage de-escalation, it will face a wave of new and even tougher sanctions. We are ready to act quickly and decisively.” Tusk also added that continuous coordination with American colleagues is crucial, as the European and American sanctions policy are united in their critical impact on the Russian economy. An important role in sectoral deterrence was played by French President Emmanuel Macron. Presenting his position, he stressed that sanctions would be intensified not only if Russia fails to submit a declaration to cease hostilities but also in case of any future violations of agreements. “We agreed that any alternative to violating the ceasefire will face a tough response in the form of massive sanctions, which are already being prepared and coordinated between the U.S. and Europe,” stated the French president. It is noteworthy that this policy is supported by the official Brussels administration. The leadership of the European Commission previously emphasized that any breach of the ceasefire regime would inevitably lead to the introduction of additional economic sanctions against Moscow, as such violations would undermine any diplomatic efforts to resolve the conflict. During this very meeting, high-ranking officials from the European Union, including foreign delegates such as the German Foreign Minister, as well as representatives of other European countries and the U.S., arrived in Kyiv to participate in the “Coalition of the Resolute” summit. The visit underscores the Western commitment to consolidating its position and preparing for a potential breakthrough in diplomatic efforts to settle the conflict. Overall, these statements and agreements indicate the seriousness of the West’s intention to increase pressure on Russia if it refuses to adhere to internationally established commitments. At the same time, they clearly demonstrate that any attempts by Moscow to ignore these conditions will have serious consequences for its economy and international standing, which could be an important step toward de-escalating the conflict and creating preconditions for restoring peace in Ukraine.
