In Dnipro, the police conducted a new round of searches and detentions related to an illegal activity involving the falsification of HIV test results and the removal of men from military records

The investigation began in spring of this year and has already led to significant forensic actions and arrests, while the true scale of the crime remained secret for a long time. Currently, investigators and law enforcement officers are working to establish all circumstances and hold each participant in this illegal scheme accountable. According to the press service of the National Police of Ukraine, in January 2025, officers of the Cyberpolice Department of Dnipropetrovsk region, in cooperation with investigators, conducted over 19 searches in various districts of the city and region. The searches took place at the residences and private homes of the defendants, in their official offices, and vehicles. During these investigative actions, computer equipment, medical documentation, and other items confirming the involvement of individuals in unlawful activities were seized. These data became the basis for further investigation aimed at establishing all circumstances and the scope of the operations. Official information indicates that the case involves doctors from the Military Medical Commissariat (VLK) and officials of the military enlistment and social support center (TCC and SP) in Dnipro, as well as other medical facilities in the city. They were engaged in forging blood test results for HIV, allowing men to avoid conscription and cross the Ukrainian border without hindrance. Victims of this criminal scheme were citizens who paid bribes for fake results. Instead of genuine tests, false entries were made in their medical documents, confirming the absence of HIV infection. Thanks to this, the suspects could submit false records for military registration or obtain certificates necessary for travel abroad or avoiding mobilization. The scale of the criminal activity is evidenced not only by the materials seized during searches but also by the amount of equipment confiscated. During the investigative and operational activities, a large number of computer devices were found and seized, used to create fake results and input false data into electronic systems like “Monitoring of socially significant diseases.” Included among these were medical documents, computers, and other equipment serving as evidence of systematic and targeted activity. At the beginning of the year, the suspects were formally charged with committing a crime. The next stage of the investigation involves conducting new investigative actions: at the end of April, 11 more searches were carried out, and six individuals were officially notified of suspicion. Preventive measures in the form of detention were applied to six of them. Investigators believe that the case has prospects for further qualification and possible additional legal assessment of the guilty parties’ actions. The activities of this criminal group not only called into question the integrity of the medical and military accounting systems but also posed a threat to the safety of citizens who trusted medical professionals. By undermining the reputation of healthcare workers who perform their duties honestly, law enforcement aims to highlight the importance of combating corruption and crimes in healthcare and mobilization registration spheres. The investigation is ongoing, and investigators are diligently working to collect evidence in full and ensure that all guilty parties receive just punishment. It is important to note that this case serves as a vivid example of active resistance to corruption schemes within state institutions and demonstrates high levels of cooperation among various law enforcement agencies to protect the interests of Ukrainian society.
