Amid tense negotiations regarding the pursuit of a peaceful settlement of the Russia-Ukraine war, the United Nations has documented an escalation in hostile actions by Russia against Ukraine, particularly targeting civilians
This indicates the increasing cynicism of the aggressor, who, despite diplomatic efforts to find a compromise, continues to strike infrastructure and energy facilities in Ukraine. UN Deputy Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo emphasized at the Security Council meeting that the intensification of hostilities, especially in April, has severe consequences for civilians. According to her, at least 151 Ukrainians have been killed since the beginning of the month, over 690 have been wounded, and these figures, she noted, have not only increased compared to previous months but also represent worse statistics than in February and March of this year. At the same time, despite promises and statements from the Russian side about reducing strikes on energy infrastructure objects, these shellings and kamikaze drones causing widespread power outages continue. This creates additional hardships for the Ukrainian population, which is already enduring difficult times. The United Nations calls for an immediate ceasefire, stressing that this initial crucial step can put an end to the senseless deaths of civilians and create the necessary space for political negotiations. DiCarlo stressed that the international community must achieve a full and unconditional halt to hostilities not only to reduce casualties and destruction but also to restore peace based on respect for Ukraine’s sovereignty and territorial integrity. In this context, she emphasized that any actions must comply with the UN Charter, international law, and resolutions adopted by the global community. She stated: “Peace must be based on the values of respect for Ukraine’s independence and sovereignty. Restoring a just, comprehensive, and lasting peace is not just a desire but a necessity for stability in Europe and worldwide.” Joyce Msuya, responsible for humanitarian affairs, confirmed that despite diplomatic efforts and declarations for peace, the situation in Ukraine is only worsening: the number of shellings has increased, and the situation with critical infrastructure is deteriorating daily. She called on the Security Council to take urgent collective actions aimed at protecting civilians and preventing the destruction of vital facilities. Joyce Msuya emphasized the need to ramp up financial support for Ukraine. According to her, underfunding of military and humanitarian aid is forcing the Ukrainian authorities to suspend important programs, which further complicates the situation and increases the danger for peaceful residents. Amid these reports, the international community has raised questions about prospects for peace. Previously, UN member states strongly reacted to Russian President Vladimir Putin’s statement about a short “ceasefire,” emphasizing that any agreements must be based solely on principles of international law and the organization’s Charter. They underscored that a genuine resolution of this situation is only possible through the restoration of a just and lawful order, respect for Ukraine’s sovereignty, and full adherence to international treaties signed by all parties. Thus, while diplomatic initiatives continue, the realities on the battlefield tell a different story: Russian forces are escalating their aggression, causing human tragedies and destruction in Ukrainian cities, which significantly complicates efforts to achieve any genuine peace. The international community calls for unity and immediate action to protect civilians and uphold international law. Only through joint efforts can this aggression be stopped, justice restored, and a long-term peaceful resolution to the conflict achieved.
