Specifically, there is information about the intention to send specialists without combat experience and without health restrictions to the front line so they can directly participate in tasks in active combat zones. According to representatives of the General Staff, these employees will be involved in military service within units engaged in combat — directly at the front. This pro-Ukrainian initiative will be carried out by appointing to relevant positions those who have already been wounded or suffered concussions during combat operations but are capable of fulfilling duties in field conditions, in accordance with their health status. In other words, among the new servicemen from the TЦК і СП will be individuals who have previously endured the trials of war and have combat experience but with certain physical injuries that prevent them from performing leadership or combat tasks within fighting units. It was also detailed that currently approximately 70% of TЦК і СП employees have active combat experience. This means that nearly a third have directly participated in defending the country, enduring heavy battles and suffering losses. Additionally, half of the entire staff of these centers are military personnel who have been wounded or concussed during hostilities, which complicates their daily work but also confirms a high level of professionalism and commitment among the defenders in the fight for Ukraine’s independence. The goal of these measures is not only to increase the combat component of the military support system but also to improve the overall efficiency of these centers. For oversight and coordination of processes, management will involve one of the deputies of the Commander-in-Chief of the Armed Forces of Ukraine to oversee verification and mobilization activities within TЦК і СП and coordinate with the military leadership. It is believed that these steps will help improve the functioning of the centers, ensure more balanced and fair treatment of servicemen and employees already defending the country at the front and in the rear. The General Staff emphasizes that these changes are part of a broader strategy to improve the mobilization system and social support for the military, aiming to utilize the existing human resources as effectively as possible. At the same time, the country continues to face risks and challenges arising from Russian military aggression. Therefore, innovative initiatives are intended to respond quickly to the situation and ensure the stable functioning of all defense structures. Amid these developments, it is important to recall that as early as April this year, the State Bureau of Investigation reported violations at one of the district TЦКs in Odesa region. An official there, abusing their position, attempted to change data in the "Oberig" system for money, was put on the wanted list, and suspicion was already filed against them for committing an offense. This serves as a reminder of the need to strengthen oversight and increase responsibility across all structures directly linked with mobilization and military social support. Overall, the new steps by the General Staff aim to mobilize the country’s internal resources to the fullest, preserve combat morale, and ensure fair treatment of all participants in Ukraine’s defense. These measures represent one of the most modern and relevant responses from the domestic military leadership to the challenges of contemporary warfare and recognize that Ukrainian defenders and defender are deserving of support and compassionate treatment during this difficult time.
